4-Storey, 2.5 FSR Building Proposed for 33-ft Lot in Mount Pleasant

A development application has been submitted for a standard 33′ x 122′ lot on East 17th Avenue just East of Main Street. The site at 222 East 17th Ave is one of only a handful along the Main Street corridor with C-2 zoning despite being located off of Main Street and across an alley on a side street.

The lot is currently improved with an older single family dwelling.

Details for the redevelopment of the lot include:

  • a new 4-storey mixed-use building;
  • general office use on the main floor floor);
  • 5 residential units on floors 2-4;
  • a density of 2.50 FSR;
  • a proposed height of 45.28 ft.;
  • a total of 5 parking spaces having vehicular access from lane.

The application describes the design rationale and some of the challenges with the lot size: “For levels 2 and 3, the two dwelling units are separated by the circulation area (e.g. elevator, corridor, stairwell) that eats up most of the mid-section of the floor plan. This leaves us with a narrow strip of space that is particularly difficult to design without sacrificing over-all function and livability of each unit. By extending the maximum allowed limit of 50% Site depth (Section 4.5 of C2 Guidelines) to 60% we can better manage the use of space and make a more suitable design that is both livable and efficient. We are asking for a relaxation on the L2-L4 East side yard depth from 50% max. allowed to 60%.”

4-Storey Building Proposed for former Topanga Cafe Site on West 4th

Value Group has submitted a DP application to the City of Vancouver for permission to develop 2906 West 4th Avenue. The 5,774 SF site was part of two properties that were destroyed by fire in the summer of 2018.

A development application was submitted for the adjacent lot last spring.

The proposal for the former Topanga site includes a new 4-storey building with residential units above retail. Details include:

  • 16 market rental units;
    • 13 studios and 3 one-bedrooms;
  • 2 retail units totaling 2,700 SF;
  • a total density of 2.37 FSR;
  • a building height of 51 ft.; and
  • all over 1 level of underground service and storage with 3 surface parking spaces and 1 loading space at the rear, having access from the lane.

Under the site’s existing C-2 zoning, the application is “conditional” so it may be permitted; however, it requires the decision of the Director of Planning.

The architect for the project is Formosis Architecture.

Value Group acquired the property in 2013 for $2,675,000.

49-Unit, 4-Storey Infill Building Planned for Kingsway Site

A development application has been submitted for a 17,970 SF site on Kingsway in East Vancouver, on the South side of the Street between East 19th and East 20th Avenues. The site at 1050 Kingsway is improved with an older 2-storey commercial building and is zoned C-2 which allows a maximum density of 2.50 FSR.

The proposal for the site includes a 4-storey mixed-use building consisting of retail, restaurant and residential on the main storey, and residential use on the second to fourth storeys. Details include:

  • 49 residential units;
    • 6 studios, 31 one-bedrooms & 12 two-bedrooms;
  • 7,307 SF of retail space;
  • a total density of 2.47 FSR;
  • a total building height of 50 ft.;
  • two levels of underground parking with 78 spaces;
  • a roof deck with amenity space.

Under the site’s existing C-2 zoning, the application is “conditional” so it may be permitted; however, it requires the decision of the Director of Planning.

The architect for the project is Matthew Cheng.
