52-Unit Building Proposed for Marine-Hamilton Area of North Van

Pennyfarthing Homes has submitted a development application for a 26,873  SF site at 705 – 717 West 15th Street at the Southwest corner of Bewicke Avenue, just North of Marine Drive in North Vancouver. The site is currently improved with three older industrial/commercial buildings.

The original application was made one year ago and envisioned a 6-storey building, which was later shelved due to neighbourhood opposition to the height. The new application envisions a 4-storey building for the site, and includes:

  • 52 units;
  • 20 one-bedrooms, 27 two-bedrooms and 5 three-bedrooms;
  • 3,300 SF of ground floor retail space;
  • a total density of 2.10 FSR;
  • two levels of underground parking
  • a total density bonus payment of $110 per SF

The OCP permits a density of 2.0 FSR with a bonus of 0.5 FSR at the City’s discretion.

The application describes the design rationale: “Massing of the building has been carefully considered to respond to the diverse residential context and large grade changes across the site. The building is composed of two distinct elements: a strong commercial base facing Bewicke and a four-storey residential component which wraps around the site. The first level facing Bewicke is buried due to a storey of grade change across the site, reducing the building to three storeys above grade. The single-family houses sitting high on the slope across Bewicke are met with a single storey of commercial and two storeys of residential. Towards the south and west, the grade falls away revealing four storeys to match the neighbouring three-to four storey developments.”

The architect for the project is Shift Architecture.

City of North Vancouver Tables Housing Action Plan

City of North Vancouver Council will be considering a draft Housing Action Plan (“HAP”) that has been prepared by CitySpaces Consulting.

The concept for the HAP was first brought forward in 2015 as a way to explore new housing policies to encourage more options and enhance affordability, with particular focus on renters, seniors and low to moderate income families.

Some of the specific policy and regulatory actions being proposed in the HAP include:

Family-Friendly Housing Policy

  • Increase the number of family-friendly units within new multi-unit residential
    development projects
  • Amend the Zoning Bylaw to require a minimum percentage of three or more bedroom units in all new multi-unit residential development.

Density Bonus and Secured Low-End of Market Rental

  • To secure low-end of market rental units in new multi-unit residential development projects
  • Update the Density Bonus and Community Benefits Policy to permit a 1.0 FSR density bonus to eligible rental housing in exchange for 10% secured low-end of market rental (10% below CMHC average)
  • 100% purpose built rental not required to have low-end of market rental.

Housing on the Frequent Transit Network

  • Encouraging the development of new rental housing and reducing construction costs for purpose built rental housing and non-market housing within close proximity to the Frequent Transit Network
  • Reduced Parking Policy pilot project – 25% reduction for rental, 75% reduction for non-market if sites located within 400 metres of Frequent Transit Network.

Rental Revitalization Tax Exemption Bylaw

  • Preserve the existing rental supply and improve livability of existing rental and social housing through a new Rental Housing Revitalization Tax Exemption Bylaw which would apply to new construction to be exempt from property taxes for up to 10 years depending on eligibility criteria

Fee Simple Townhouses

  • Making townhouses more affordable and encourage movement of moderate-income households up the housing continuum and to alleviate pressure on the rental supply
  • Create templates for Party Wall Agreements and Service Easement Agreements
  • Explore areas to pre-zone for Fee Simple Townhouses

Explore Repurposing Bungalows

  • Intensifying single detached lots while retaining neighbourhood scale and character; and reducing demolition waste and to bolster the existing coach house initiative
  • Relocation of old bungalows to repurpose as coach houses
  • Incentives for owners to repurpose bungalows

City of North Vancouver Rezones Moodyville Area

The City of North Vancouver is considering a fairly major area-wide rezoning for a neighbourhood known as Moodyville, just East of Lower Lonsdale. The rezoning follows on the City’s new OCP, adopted in 2015, which included a specific policy direction to create new zones within Moodyville, a predominantly single family and duplex area which the City has targeted for new growth.

Moodyville is…“currently comprised of 306 legal lots and approximately 490 units with an estimated population of 1,000. With the land use changes outlined in the 2014 OCP in place which introduce new potential for apartment, townhouse and duplex development, this area has the long-term capacity for an additional 1,400 units (roughly 3,000 new residents) for a total build-out population of approximately 4,000.”

The six proposed new zones will create opportunities for ground-oriented and apartment development. The proposed zones are as follows:

MoodyvilleMoodyville_4An amenity fund contribution of $20 per net buildable square foot applies to the floor area above the existing zoning and up tot eh OCP maximum density. It is estimated that the whole plan area in question will generate approx. $25 Million in amenity contributions.

Existing Moodyville Land Assemblies

A couple of developers have already secured sizeable land assemblies in Moodyville over the last year. These include:

Seacliff Properties

  • 50 residential lots in the Southeast part of Moodyville
  • Average anticipated density of 1.25 FSR
  • Townhouse, stacked townhouse and 4-storey apartments

Moodyville_1Qualex Landmark

  • 14 residential lots along East 3rd Street (700-800 block)
  • Stacked townhouse and/or 4-storey apartments

The Moodyville Area will be hooked up to the Lonsdale Energy Corporation, a district energy system initiative by the City of North Vancouver.
