55-Unit Project Planned for Lower Lonsdale

Anthem Properties is seeking approval at City of North Vancouver council for a Development Application for a mixed use development at 177 West 3rd Street, a former gas station and car wash that has been sitting vacant for several years due to remediation work. The site is located on the Southeast corner of 3rd Street and Chesterfield, just West of Lonsdale.

The proposed new development includes a 5-storey concrete condo building, including:

  • 55 condo units
  • 10,000 SF of ground floor retail space
  • a total density of 2.68 FSR
  • total building height of 52.50 ft
  • one and a half levels of underground parking with 74 total stalls
  • a CAC of $2,383,720, equivalent to $30 per SF

The site is located in an area designated in the OCP as Mixed Use Level 3, which permits 2.30 FSR density with provision for a bonus density of an additional 0.50 FSR that may be granted at council discretion.

Two Options Being Considered for “Site 8” in North Vancouver

Polygon has prepared a proposal including two options for a development at 119 – 131 West Esplanade in North Vancouver, also known as “Site 8”. The site also includes lands owned by City of North Vancouver. The overall rezoning application seeks an amendment to the City’s OCP to increase the allowable building height and to rezone the site to allow the construction of a mixed-use building consisting of a residential tower over a commercial podium. This would be supported by four levels of underground parking.

The site was previously owned by Millenium Properties who proposed a 35-storey tower back in 2007, which was subsequently withdrawn. The site later sold to Polygon.

Two development options are being presented for the City of North Vancouver’s consideration:

Option 1 – with Non-Market Office Space

  • 11-storey tower with 107 residential units
  • a building height of 122 ft.
  • a total density of 3.78 FSR
  • sale of City lands, transfer density and density bonus resulting is a cash contribution of $10.3 Million.
  • 6,000 SF of office space owned by Polygon and rented at below market rates to non-profits

Option 2 – with Community Amenity Space

  • 12-storey tower with 117 residential units
  • a building height of 139 ft.
  • a total density of 4.07 FSR
  • sale of City lands, transfer density and density bonus resulting is a cash contribution of $8.7 Million.
  • 16,155 SF of City-owned community space for a museum

In both scenarios, the site has to accommodate almost 100 parking spaces for off-site uses.

City of North Van OCP Could be Revived Before Election

Reports of the death of the City of North Vancouver’s CityShaping official community plan may have been greatly exaggerated. The high-level vision for the next 20 to 30 years of the city is merely stuck in legislative limbo.

A split council voted down third reading of the OCP bylaw after a public hearing on Sept. 29 following three years and untold thousands of hours of city council, staff and community volunteer time spent drafting and refining it through public consultation.

Couns. Linda Buchanan and Craig Keating and Mayor Darrell Mussatto cast three of the deciding “nay” votes, largely on the grounds that the latest draft of the document stripped away the ability for homeowners to build both a coach house and secondary suite on their property, choking off the development of affordable housing units.

Coun. Guy Heywood said he supported the land use and housing plans in the 125-page document, but couldn’t support the remaining chapters that focus on broader topics like arts, health and recreation, which he argued should be done with the District of North Vancouver. Heywood is and has spent much of the last year pushing the city to reconsider amalgamation with the district.

But the OCP, which the province mandates must be updated, could still be revived and passed before the Nov. 15 election if council moves quickly, according to city staff.
