Strip Mall Could Give Way to Richmond’s Tallest Towers

Richmond Review – Strip mall could give way to city’s tallest towers.

A No. 3 Road strip mall known as Time Square could become the site of Richmond’s tallest buildings.

Towers in City Centre can be built to a maximum of 47 metres (150 feet), but Townline Homes is mulling a project whose buildings would exceed that limit.

City staff are now urging council to approve a study of higher buildings—something envisioned in the new Official Community Plan. Any increase, however, requires the backing of the Vancouver Airport Authority and Transport Canada, which also must study the idea.

“The federal study would determine if and where an increase may occur, and the safety implications for the airport and city. If Transport Canada allows an increase, it is the city who would determine how high the increase would be,” noted Terry Crowe, the city’s manager of policy planning.

Cressey Proposing Three Towers in Oval Village Area of Richmond

Cressey Development has applied to the City of Richmond to rezone 5640 Hollybridge Way in the Oval Village area of Richmond to build 244 residential units. The development includes:5640 Hollybridge

  • Two market residential buildings of 14/15 stories facing Lansdowne Road with a total of 218 units, located above commercial space on the ground and second floors.
  • A 5-storey block facing Elmbridge Way with a 5,000 SF childcare facility and 15 affordable housing units located above street-oriented commercial space.
  • Street-oriented commercial space with two levels of parkade located above.
  • A block of 13 townhouses and street-oriented commercial space facing Hollybridge Way.

The site’s designation within the City Centre Area Plan allows for 2.0 FAR residential, with a requirement for 5% affordable housing and 1.0 FAR commercial. The total density proposed is 2.67 FAR (0.67 FAR commercial).

Polygon Proposing 528 Unit, 3-Tower Development in Richmond

Polygon Homes has applied to the City of Richmond to rezone an 8.5 acre site at 8311-8371 Cambie Road and 3651 Sexsmith Road from Single Family and Auto-Oriented Commercial (CA) to High Rise Apartment based on the Capstan Village City Centre Plan.

Polygon is planning a 478,019 SF residential project, with three towers containing 528 dwellings, new streets, pedestrian linkages, and public art. The proposal also includes $4.2M in funding towards the future construction of the Capstan Canada Line station (total cost $25M), $5.7M in funding towards the to the City’s Affordable Housing Reserve in lieu of building affordable housing units on site, construction of affordable housing units elsewhere within Richmond; and the replacement of an existing City-owned playing field at 3651 Sexsmith Road (Cambie Field) with a larger park.
