First Application Under New TOA Rezoning Policy Seeks 6-Storey Rental In Place of Approved Townhouses

Sightline Properties has submitted the first rezoning application under the City of Vancouver’s TOA Rezoning Policy, adopted by City Council in June 2024 following the Provincial TOA legislation.

The 50,013 SF site at 520-590 West 29th Avenue is a full city block land assembly between Cambie and Ash Street. The site was previously approved in 2022 as a 46-unit townhouse project under the RM-8A zoning under the Cambie Corridor Plan.

As the site is located 500 metres from the King Edward Canada Line Station and under the TOA Rezoning Policy, will allow up to 3.0 FSR (80% market rental, 20% below market rental).

The proposal envisions two 6-storey woodframe rental buildings, with townhouses on the lane. It includes:

  • 230 rental units (20% below-market);
  • a total density of 3.0 FSR;
  • A building height of 69 ft.;
  • an 1,800 SF gym on the parkade level with natural light from clerestory windows;
  • a single level of underground parking.

The massing and project setbacks are based off of the City’s existing RR-2C District Schedule.

The application is being considered under the Transit-Oriented Areas Rezoning Policy.

The architect for the project is Yamamoto Architecture.

82-Unit Condo Mixed Use Project Slated for Cambie Corridor Site

Matchpoint Development has submitted their rezoning application for the 600 Block of West 33rd Avenue, just West of Cambie Street.

The proposal is to allow for the development of a 5-storey mixed-use building that includes:

  • 82 condo units;
    • 18 studios, 17 one-bedrooms, 24 two-bedrooms, 15 three-bedrooms & 8 four-bedrooms;
  • 20,000 SF of commercial space (10 CRUs);
  • a total density of 2.65 FSR;
  • A building height of 55 ft.

This application is being considered under the Cambie Corridor Plan.

The architect for the project is GBL Architects.

The site was assembled in 2018 for $25,060,000 or $227 per buildable SF based on the application.

Redevelopment of Shawn Oaks Site to Include Two Condo Towers & Social Housing Lowrise

The formal rezoning proposal is now posted for the 3.2 acre ‘Shawn Oaks’ property at 5505-5585 Oak Street, on the West side of Oak just North of West 41st Avenue in the Oakridge area.

Shawn Oaks is a 1969 era lowrise condo that was acquired in phases between 2016-2021 by Landmark Premiere Properties. The site is identified as a “Unique Site” in the Cambie Corridor Plan, allowing for an ‘enhanced’ rezoning process, and potentially greater height and density than elsewhere in the Plan area. The Cambie Corridor Plan identifies Shawn Oaks for more market and below market housing, targeting 20% of Residential Floor Area for Social Housing if market strata uses are proposed.

The project was originally proposed in February 2022 via a rezoning enquiry, and initial concept plans were introduced to the community at an Open House in June 2023 and now the project is moving into the full application phase.

The current plan includes a 33-storey condo tower, a 31-storey condo tower, and a 6-storey social housing building.

Further details include:

  • Approx. 450 condos;
  • Approx. 180 social housing units;
  • a total density of 4.0 FSR (556,000 SF);
  • a daycare building for 37 children;
  • Approx. 600 parking stalls.

Proposal for Langara Gardens Site Includes 2,600 Condo, Rental & Social Housing Units

The formal rezoning application by Concert Properties and Peterson Group for Langara Gardens has been released publicly.

A rezoning policy statement for the 20.8 acre site had been completed in 2018 and the full rezoning application had been anticipated since that time.

The proposal is for the redevelopment of the site with buildings between 3 and 36 storeys. The existing four 18-storey towers would be retained. The proposal includes:

  • Approximately 430 social housing units;
  • Approximately 760 rental units (including 85 below-market units);
  • Approximately 1,430 strata units;
  • 3.1 FSR total density (2.7M SF);
  • A 69-space childcare facility;
  • Public open spaces, Cambie Park upgrades, a new 1-acre park.

The application is being considered under the Langara Gardens Policy Statement and the Issues Report: Direction for Intensification of Large Sites to include Moderate Income Rental Housing.

The site was originally sold by Colliers to Peterson Group in 2009 for $157,000,000. Concert Properties was brought on as a 50% partner in 2015.

A rezoning application has been submitted b Ardor Homes for a two-lot assembly at 5515-5525 Elizabeth Street just South of Queen Elizabeth Park in the Cambie Corridor area.

The proposal is to allow for the development of a 4-storey condo building that includes:

  • 27 condo units;
  • Rooftop amenity space;
  • A total density of 2.0 FSR;
  • A building height of 45 ft.; and
  • 48 vehicle parking spaces and 67 bicycle parking spaces.

The application is being considered under the Cambie Corridor Plan.

The architect for the project is Andrew Cheung Architects.
