Bosa’s Revised Plan for Alberni Site Includes More Height, Units

Bosa Properties has submitted their revised rezoning application for 1706-1738 Alberni Street in the West End.

The site has had two previous applications/design iterations, with the first in 2020 and a subsequent design in 2021. The two designs had featured international architects and were presumably costly builds.

In July 2024, Vancouver Council approved amendments to the City’s view cone policy that relaxed a view cone (20.1) that previously restricted the Alberni site. Now, the building heights have been increased.

The proposal for the site is two mixed-use buildings at 44-storeys (east tower) and 41-storeys (west tower) above a 6-storey podium. The more conventional proposal includes:

  • 236 condo units (west tower);
  • 377 rental units (east tower);
  • 5,000 SF of retail space;
  • A total density of 16.11 FSR (east tower) and 14.60 FSR (west tower); and
  • Building heights of 385 ft. with additional height for rooftop amenity space.

This application is being considered under the West End Rezoning Policy.

The architect for the project is Henriquez Partners.

Proposal for Langara YMCA Site Envisions Two Towers, 665-Units

Musqueam Capital Corporation, in partnership with YMCA BC and Townline have submitted a rezoning application for the redevelopment of the 2-acre Langara YMCA property at 282 West 49th Avenue.

The proposal is for a mixed-use development with a condo tower, a market rental tower, and a lowrise affordable hosing building. Overall, the project includes:

  • 308 market rental units;
  • 269 condo units;
  • 88 social housing units;
  • 1,900 SF of retail space;
  • A 32,000 SF replacement YMCA facility with associated childcare;
  • a total density of 6.66 FSR;
  • A maximum building height of 400 ft.

The application is being considered under the Cambie Corridor Plan and the Transit-Oriented Areas Rezoning Policy.

The architect for the project is Boniface Oleksiuk Positano Architects.

24-Storey Condo Proposal Pitched for Knight & King Edward in East Vancouver

Conwest Developments has submitted a rezoning application to he City of Vancouver for a site at the Northwest corner of Knight Street and King Edward in East Vancouver.

The 13,000 SF C-2 and RM-1 zoned site is currently improved with an old strip mall.

The proposal contemplates a 24-storey condo tower, and includes:

  • 233 condo units;
  • 4,300 SF of retail space on the ground floor;
  • a 37-space childcare facility;
  • a total density of 10.47 FSR; and
  • A building height of 261 ft.

The architect for the project is Francl Architecture.

City of Vancouver Releases Guidelines for Rezoning In TOAs

The City of Vancouver has released a report outlining proposed by-laws to implement rezoning policy under the Provincial Legislation: Bill 47 for transit oriented areas.

The proposed rezoning policy includes the following:

  • Land Use Framework: The rezoning policy generally follows the tiers identified in the
    TOA Policy Manual for heights and densities, with some minor adjustments:
    • For Tier 1 (200m, 20-storey inner ring), the density has been increased from a Floor
      Space Ratio (FSR) of 5.0 to 5.5 FSR
    • This also applies to certain RM-zoned properties in the Commercial-Broadway Station Precinct of the Grandview-Woodland Community Plan that are up to 400 m from the Station.
    • In all tiers, the policy will also support applications for low-rise market rental developments of 4- or 5-storeys, and 6-storeys with 20% below-market rental, which could be rezoned directly into existing rental residential (RR) district schedules rather than custom zones for each site.
    • Ground floor commercial required where it aligns with existing area plans, or on arterial sites within 400 meters of a station, otherwise at option of developer.
  • Tenure & Affordability: Proposals seeking to maximize height and density in all Tiers (20-storey,
    12-storey and 8-storey rings), will be required to:
    • Secure 100% as rental, with a minimum 20% as below-market rental; or
    • Deliver 30% as “turn-key” social housing.
  • Tenant Protection: The same enhanced tenant stability and protection policies approved for the Broadway Plan are included in the TOA Rezoning Policy.
  • Heritage: Properties may be limited in historic areas or for properties with an HRA. 10% additional density available for sites that retain, conserve or designate heritage on site.
  • Infrastructure: upgrades may be required and can be confirmed and/or implemented during the rezoning process.
  • Process: A rezoning enquiry will be strongly encouraged prior to submission of a formal rezoning application.
  • CACs: Residential rezonings opting to pursue TOA heights and densities enabled under the TOA rezoning policy would be expected to provide the required affordable housing (social or below-market rental) to achieve the identified height and/or floor space. For these rezonings, no additional cash CAC contribution or proforma review will be required as staff are recommending a CAC exemption for these inclusionary housing projects.

29-Storey Condo Building Planned for Hornby & Davie Site

Reliance Properties has submitted their formal rezoning application for 902 Davie Street, a site at the Southwest corner of Hornby and Davie in Downtown Vancouver.

The 15,000 SF site was initially envisioned for rezoning as far back as 2015. The site is encumbered by view cones which have resulted in a sculpted design.

The proposal is to allow for the development of a 29-storey mixed-use building and includes:

  • 179 condo units;
    • 22 studios, 67 one-bedrooms, 73 two-bedrooms & 17 three-bedrooms;
  • 4,716 SF of retail space;
  • 36,708 SF of office space;
  • a total density of 12.91 FSR;
  • A building height of 348 ft.; and
  • 219 vehicle parking spaces and 437 bicycle spaces.

This application is being considered under the Downtown Official Development Plan and the Potential “Benefit Capacity” in Downtown Policy.

The architect for the project is Neil M. Denari Architects and Bingham + Hill.
